Ambassador of Uzbekistan to Russia Ilkhomzhon Niematov: “The Main Thing is to Prevent SCO Devaluation”

In the middle of June, after the SCO Yekaterinburg summit, the reins of government of the Shanghai Cooperation Organization passed from Moscow to Tashkent. Till next summer Uzbekistan will be the Organization’s “Sherpa”, in the space of which more than a quarter of the world's population lives. The country that is entrusted to chair SCO, tries to make efforts directed to SCO’s structure improvement and development, the Organization’s whole life optimization. What are Uzbekistan’s plans in this regard?

Extraordinary and Plenipotentiary Ambassador of the Republic Uzbekistan to the Russian Federation Ilkhomzhon Tuichievich Niematov answered questions of the Editor-in-Chief of the InfoSCO internet portal Tatiana Sinitsyna.


- What can be said of priorities of Your country’s preparation program for the next SCO working summit? Does Uzbekistan have particular approaches to such an important mission? Will be expressed proposals concerning the improvement of any component activity of the Organization?

I.N. – On the one hand, the chairmanship of such an organization as the Shanghai Cooperation Organization is honorable, but on the other hand it is, of course, a very laborious and responsible task. Apart from SCO’s various continuing institutions meetings conducting in the course of year, the Organization activity must be optimally arranged. This is the preparation of drafts of multilateral documents, a great number of various decisions etc.

Uzbekistan was already chairing SCO, though it was an extraordinary chairmanship. In May 2003, at the SCO summit in Moscow, the heads of state agreed to transfer the Regional Anti-Terrorist Structure (RATS) Headquarters from Bishkek to Tashkent and at the same place it was decided to hand over the chairmanship to Uzbekistan for the period from May 2003 till June 2004. So, we do have some experience in this matter. Then, I remember, according to the SCO countries and other states experts’ estimates, Uzbekistan’s chairmanship was successful and effective.

On the initiative of the President of Uzbekistan Islam Abduganievich Karimov in 2004 Afghanistan’s leader was invited to the SCO summit for the first time. Other initiatives were also implemented - a permanent institute of the SCO Security Council Secretaries was established, a foundation was laid for the creation of the SCO Business Council. In the same year the SCO Ambassadors' Club began to function. At the Tashkent summit a Provision of the Organization observer status was signed. Following the results of the summit in Tashkent, Mongolia was the first to obtain this status.

I can not say that this time it will be some special approach to the chairmanship, but I am sure of one thing: this Uzbekistan’s approach will be conceptual. You are aware that the President of Uzbekistan Islam Abduganievich Karimov’s approach to all questions is very careful and comprehensive. So there will be no chaotic process for sure.

MFA and other structures concerned have been already assigned to draw up an inventory of the signed multilateral documents for the purpose of their implementation. As of Uzbekistan’s proposals for the SCO activity improvement, I think that we will proceed here, first of all, from the previous declared fundamental goals of the Organization underlying the SCO Charter. We have always said that SCO has two wings: the first one is security issues; the second one is the economic cooperation development issues. These two areas of the activity are SCO’s main constituents; Uzbekistan will draw its attention to them. Moreover, the President of Uzbekistan in his speech in Yekaterinburg said of the need for the use of the observer states’ huge potential in SCO’s interest. He was also speaking about the completion of working out a document determining criteria of the admission to membership of SCO. So I leave open the possibility of this document signing in followup of the forthcoming Tashkent summit.

- De facto SCO is an important part of the Central-Asian security system. At the Yekaterinburg summit the President of Uzbekistan Islam Karimov came forward with an initiative to create under the UN aegis a new international mechanism to solve the Afghan problem: “six plus three”. The six Afghanistan’s neighbors are meant (China, Iran, Pakistan, Turkmenistan, Uzbekistan, Tajikistan and China), as well as Russia, the USA and NATO. Could You please comment this declared formula of a contact group? Does Uzbekistan intend to put its idea into life in the period of chairmanship?

I.N. – Yes indeed, the President of Uzbekistan at the summit in Yekaterinburg put forward a proposal on the creation under the UN aegis of a new international mechanism to solve the Afghan problem in the 6 +3 format. These are the states enumerated by You, among which are the four SCO member states (Uzbekistan, Russia, China, and Tajikistan), the two Organization observer states (Iran, Pakistan), and Afghanistan’s northwest neighbor - Turkmenistan, as well as the USA and NATO.

Today not only we, but also many political and military communities, including NATO representatives, are sure that without a close involvement of Afghanistan’s nearest neighbors it is not possible to solve this country’s problem, concerning so much the whole world community.

Not the least of the factors for the Afghan problem solving is the enhancement of economic and humanitarian components. It is necessary to ensure a well-defined addressness of devote funds. There is another very important thing: it is necessary to act, showing respect of traditions and customs of this nation in whole, taking into account ethnic, social and other peculiarities of the native population.

You probably remember that in 1997 on the initiative of the President of Uzbekistan the 6 + 2 contact group was created. Then this group turned out to be a good ground for the Afghan problem discussion and looking for solutions acceptable for warring parties. Thanks to this contact group in 1997, in Tashkent, Uzbekistan could bring the opposing sides to the conference table. Though after this first contact the war between them did not end, but in whole this meeting played a large part in deepening understanding of the problems of the time, and the main thing is that all the parties had got confidence of a possibility of pure talks. The President’s proposal to create a 6+3 mechanism for the first time expressed as far back as a year ago was widely discussed within UN and other multilateral forums regarding security. It is understood and supported by many countries. I think that SCO will become a good ground as well for this initiative promotion.

- It is known that Uzbekistan has its own opinion of the financial and economic crisis, as well as its original “recipe” of the way out of this negative entity. The President Islam Karimov’s book “The global financial-economic crisis, ways and measures to overcome it in the conditions of Uzbekistan” is widely discussed in the world. In short, what is the “grain” of the Uzbek anti-crisis program? What elements and package of measures in it are universal and can be used in the practical activity of the Shanghai Cooperation Organization?

I.N. - The President of Uzbekistan wrote a book “The global financial-economic crisis, ways and measures to overcome it in the conditions of Uzbekistan” at the beginning of the year, and today it has been already translated into many world's languages, is a subject of unfailing interest abroad and receives a high appraisal of distinguished foreign economist and scientists. On April 14 of this year in the Diplomatic Academy of MFA of Russia we hold a presentation of this work with the participation of authoritative Russian scientists, official persons and ambassadors. In the course of the presentation positive responses were expressed by 10 scientists and ambassadors who objectively noted that in spite of bad conditions of the financial crisis, Uzbekistan, thanks to the correct economic policy, at the 2008 year-end made great advances in the economic field, with 9% GDP growth. Uzbekistan’s economy in the course of the years of independence was developing on basis of the five principles elaborated by the President of the country as far back as at the beginning of the 1990s. And the results of the economic advancement, even in conditions of crisis, show the correctness of the policy by the President of Uzbekistan I.A. Karimov. Representatives of the International Monetary Fund and the International Bank are speaking about it. The book by the President of Uzbekistan consists of three main parts. The first one is dedicated to an in-depth review of the state of the economy and consequences of the economic crisis. In the second one anti-crisis measures are represented (modernization, technical and technological re-equipping, support of exporters and the banking system, small and medium-sized businesses, innovative projects implementation, development of agricultural infrastructure etc.). The third one is a program for the post-crisis period (implementation of more than 30 projects aimed at modernizing and technological re-equipping of the major sectors of economy for an overall amount of more than $24 billion). Hereby the sources are allocated as follows: $8.2 billion – enterprises’ and companies’ own funds, $2.5 billion – a credit from the Reconstruction and Development Fund, $13.5 billion – foreign investments.

- What creative proposals for other areas of cooperation between the SCO member states can be expected from Uzbekistan in the year of its chairmanship?

I.N. – Today SCO is a completely formed Organization. As You noted at first, a quarter of the world's population lives in its space. SCO has become an important instrument of the regional security assurance and a real factor of the international policy. Its international standing is being constantly enhanced; its opinion is taken into consideration. A number of countries interested in the SCO membership are speaking about it. Our aim and position is to maintain and increase it. The main thing, as our President not once highlighted, is to prevent SCO devaluation and transformation into a discussing club promoting various initiatives not corresponding the SCO Charter. We do not want to advance initiatives just for pure initiatives. It is important to keep and strengthen what is already acquired within the framework of SCO and stand by principles of openness and consensus.

- Uzbekistan’s chairmanship of SCO coincides with other major event – a celebration of the 2200-th anniversary of the country’s capital city. In such a contingency some mutually influancing symbolism is seen: the city-patriarch’s anniversary aura will illuminate the summit by a special light, and it will become beyond all doubt a symbolic moment for Tashkent’s and the whole Uzbekistan’s contemporary history. And what do You think?

I.N. – I would like to absolutely agree here with Your pictorial vision. I would only note that today an enormous preparation work is being carried out, connected with this date celebration. Tashkent has been historically a lucrative and hospitable city, at all times it was called “the East Gate”. Today's Tashkent is an industrial, intellectual and cultural capital of the country, and, to say the least of it, of Central Asia.

- Uzbekistan is full of confidence and energy. It concerns diplomacy, economic programs, and striving for unconventional decisions. Certainly, the confidence is also increased by solid resources. The country does its best that its voice should sound louder in the world. Are these impressions right from outside? What main slogan does the state follow in its interior and what fundamental principle does it stand by in its foreign policy?

I.N. - Yes, God has richly endowed Uzbekistan with earthly riches. In the interior of the country there is everything, it may be said, all the periodic table. Uzbekistan is a self-sufficient country, whose market can work completely using internal resources. But the main heritage is Uzbekistan’s people, warm-hearted, open, laborious and hospitable. Our main slogan in the interior is national welfare gain, and in foreign policy, as the President of Uzbekistan constantly emphasizes, are national interests and once again national interests.
