Three services were involved to participate in the maneuvers: the army, the navy and the air force. In 2012, the countries organized an exercise called “Sea Interaction” for the first time, which was subsequently held once a year for six years.
From “Peace Mission” to “Vostok-2018”, from joint exercises to China’s participation in Russian maneuvers – every day more and more close military cooperation iscontinuously deepening bilateral mutual trust, Russia and China are beginning to integrate their troops at sea and on land, on the map and in reality. In the field of organization and command, a special information management system was launched, a set of regulatory documents and command procedures related to the exercises were formed. In the field of setting combat missions, the countries are conducting not only traditional maneuvers, but also joint exercises to control islands and sea borders. Joint Russian-Chinese exercises are becoming increasingly widespread, interaction is becoming deeper and more progressive; they are not directed against a third party, do not affect the interests of other states. Due to such type of business cooperation as military exercises, the Russian Federation and the PRC are continuously maintaining security and balance in the region, tip the scales towards peace, becoming a guarantor of stability for nearby territories and even the whole world.
So is it possible to conclude from the foregoing that a qualitative leap has taken place in the mutual trust of the two countries? Can Russian and Chinese joint military exercises increase their ability to meet various threats?
wu Dahui, an expert on Russian issues who spoke in the New Defense Review show on CCTV, believes that after the above-described maneuvers, “Sea Interaction” and exercises on missile defense with elements of computer simulation will also be held this year. Obviously, although our armies are friendly, not allied, and the states maintain partnership of strategic cooperation without forming a military and political alliance, the level of this partnership is now very high. The strategic cooperation between Russia and China, especially in the area of military security м, is of global importance and, being part of bilateral relations, can bring stability not only in the Far East region, but also throughout the world.
Fang Bing, a military expert, who also spoke in the New Defense Review show, believes that the armies of Russia and China are friendly armies, but not allied ones, and the strategic relations between the two countries can be described as “partnership without an alliance”. Russia and China did not form a military alliance like NATO, but there is an important clarification here. In some aspects, the strategic relations of the two countries do not coincide, but if they both face threats or challenges from a third state, they will have to act together and confront threats or challenges, standing back-to-back. How will they do it? First of all, through military power.
